Jammu:8-07-20 : In a glaring example of putting into dustbin its own Advertisement Notice for appointment of Chairman BOSE , the Department of Education under the nose of Lt. Governor administration brushed aside the selection process in a hush hush manner and re-appointed Prof Veena Pandita as Chairman Board of School Education.
This was stated by Dr. Vikas Sharma, State President, National Secular Forum, Jammu in a press conference today expressing his anguish and apprehension over nexus between Principal Secretary and Advisor concerned to mislead Lt Governor Sh G. C. Murmu, who kept the latter in darkness to rush through the reappointment of Chairman BOSE by concealing facts and figures on record.
Dr. Vikas informed that Principal Secretary to Government, School Education Department, Civil Secretariat, Jammu issued Advertisement Notice for the selection of Chairman, BOSE vide No DIP/J-822/20 Dated 22.5.2020 through Information Department for vide publicity calling applications from aspirants.
So as to make sure to hold healthy compitition for selection of more suitable and competent person as Chairman of BOSE, the date of advertisement notice was further extended from 16th June to 30th June surprisingly by JK Board of School Education, Jammu, instead of Administrative Department of Education, which is a questionable issue to be taken note of.
He further informed that side by side General Administration Department, Civil Secretariat constituted a Search Committee of senior officers of Secretariat vide Government Order No. 458-JK(GAD) of 2020 dated 8.4.2020 for suggesting a panel for appointment of Chairman JKBOSE within fifteen days, but in vain.
Lambasting the Administrative Department of School Education for negating with the whole selection process initiated by Education Department itself, Dr. Vikas said that vested interest of both Principal Secretary, Education Department and concerned Advisor, Education seems to have prevailed over the transparent selection process so started by the government pushing through the reappointment of Prof Veena Pandita as Chairman, JKBOSE once again our of the way as reported in a section of print media.
Dr. Vikas questioned the credibility of Administrative Department of Education that if Prof Veena was to be reappointed as Chairman, what was the fun of resorting to dramatic way of issuing Advertisement Notice followed by its further extension, even as GAD had separately constituted Research Committee for the purpose.
This is a clear cut case of conspiracy hatched by Administrative Department of Education to accommodate blue eyed Prof Veena , Dr. Vikas said, adding that there is no dearth of more talented and well experienced capable persons who can prove great asset to JKBOSE, but an important aspect for holding healthy competition through proper selection process has been thrown in to the winds by the administrative Department concerned under the control of Lt Governor G. C. Murmu keeping him in the darkness, which is scandalous and a matter of thorough scrutiny and probe by UT Government.
Dr. Vikas alleged that despite assurance given by the BJP Government at the Center headed by Narinder Modi, nepotism, favourtism and corruption is still ruling the roast at the helms of authority in JK UT given the reappointment of Prof Veena Pandita, as Chairman and such a government in JK is not at all different from previously democratically elected Governments in the erstwhile State of JK, Dr. Vikas bemoaned.
Dr. Vikas appealed and demanded the Lt Governor to take cognizance of the matter on priority and order thorough probe into the circumstances which prompted the Education Administrative Department to block open competition through proper selection process, already envisaged by the Government through written Advertisement notice, referred to above.
